There are two books on this list for 1st Grade readers. 
 The first is a nice reassuring book that talks about rain and wind and 
what else hurricanes bring with them.  The second book deals more 
broadly with life on the shore.  
Yesterday We Had A Hurricaneby Deirdre McLaughlin Mercier
**One of the best children's books of 2007 --Bank Street Children's Book Committee**
Deirdre
 wrote this book    for her  preschool students  after their   
experience  with Hurricane  Charley  in  2004.     The book talks about 
  the wind and rain and what people can do when the electricity goes  
off.

 is.  It's approach is more general, describing life by the ocean.  
Topics as broad as dunes, lighthouses and tides.  It does touch upon 
hurricanes though.  
At Home By The Ocean also comes in Spanish and Bilingual versions.
